Technical Purchaser

OSM Manila is currently looking for Technical Purchasers who can perform day-to-day purchasing and logistics-related activities to ensure safe and timely delivery of items ordered by the vessel/rig at the lowest possible landed cost with due consideration to the criticality of the items.

Key Responsibilities and role(s)

Support overall procurement and business strategy set by OSM / Technical Purchasing ManagementMaintain and further develop positive p relrmance-drivenationships between vessel and Technical PurchasingContinuously improve service quality and productivity levels and share best practices across the OSM purchasing teamIdentify and evaluate potential suppliers to ensure availability of items and ensure smooth operation onboard the vessel/rigsIdentify alternative sources of materials for obsolete requirements and ensure quality is at standard specificationevaluate and improve supplier selection taking into account total landed cost mindset: deliver the right goods in the fastest and most economical way to ensure vessel daily running costs at a minimum level without jeopardizing the operationWork with suppliers to ensure the organization will meet 5R's - Right product, Right place, Right prices, Right Quantity, and Right timeDevelop the lowest landed cost mindset and constantly practice negotiation skills giving a window to a win-win situationContinuously challenge suppliers on their existing prices to generate tangible savingsIdentify possible areas for improvement to reduce cost (e.g. payment terms, incoterms, delivery cost, etc.)Ensure recommendation of best offer through careful analysis of supplier quotations in consideration of purchase priority, trading pattern, incoterms, currency tradeProactively and independently identify possible process and logistical optimization whilst keeping a vigilant eye on the overall process flowevaluate and decide on mode of transportation taking into account Total Landed Cost: deliver the right goods at the fastest and most economical way to help maintain vessel daily running costs at minimum level and rig up-time to the maximumIdentify opportunities of optimizing the warehouse process i.e. receiving, dispatching, repacking while minimizing goods' idle days to reduce cost of capitalResponsible for timely and consistent handling and follow-up on requisitions and invoices in cooperation with suppliers, local agents and vessels. Ensure all orders are placed bearing the 5 R’s in mind – Right product, Right quantity, Right place, Right time and Right price

Required Competencies

At least 2 years of forwarding/purchasing experience from a shipping company or 4 years of purchasing experience from a different industryAt least a graduate of any Bachelor’s Degree, preferably Industrial EngineeringMust have negotiation, communication, decision-making and analytical skills.High work ethic.Good understanding of international supply chainStrong English proficiency both written and verbalHigh stress level and comfortable handling numerous tasks within limited timeframes in a structured manner with eye to detail and accuracyStrong-minded with robust personality.Problem SolverProactiveProcess and result orientedAble to work in a team and in a multi-cultural working environment.
